You can turn off the Legacy function that mentions that county X was not in 
existence.

I did that, went through all the "at the time" designations. They didn't work 
well with any program.  Since Legacy busily tells me county X wasn't in 
existence at the time in question I have to assume it would balk at 
Massachusetts Bay Colony too.
