Alexandria and Richmond, cities in the State of Virginia, and Baltimore in the State of Maryland are not in any county. They are independent cities. I believe that there are others too. There is also Washington, D.C. which is not in a state.
I'm curious what it means to be "uneconomically unviable in any first world environment".
