Yes, I believe you are correct.   My sister lives in Virginia Beach,
Virginia.  Correct me if I am wrong, but I believe that Virginia Beach
is not a part of any county.   However, since I use the four-division
system for the United States, I enter it as:

Virginia Beach, , Virginia, USA

keeping the place marker between commas for the county.   I suppose I
could put No County, but then someone might think I mean North
County.    LOL!
