At first I thought the same thing, but maybe it looks at the Source Type and 
not the titles, for exactly the reason you point out. Perhaps Brian can confirm.

In a discussion on our test list about the new census search/list tool
the programmer indicated he is looking at ways of searching for people
who already have census events. (I presume for the option to exclude
people who appear to have been found) In that he said "I am working on
ways to see if the person has already been found in a particular census.
  This will include:
Event names (both individual and marriage)
Event dates
Sources
