You just need to open Legacy and go to FIle > Restore Family File.

It's always wisest to open a file (or in this case restore a backup)
through the program that uses it. That way there is no confusion about
what program to open it with.

In File > Open Family File you'll only see the .FDB files.

In File > Restore Family File you'll only see the .ZIP files.
