When I click on my Start button in Windows 7 I don't get a folder. I get a list of programs pinned to the Start Menu. That's what it's called - the Start Menu. Not the same thing as Windows Explorer. If they'd stopped calling it that it wouldn't come up, with a right-click, as Windows Explorer.
