Maybe Legacy should change the name of that screen. Instead of
"Marriage information", they could call it "Partnership information" or
"Relationship information".

As far as the original poster, the "This couple did not marry" and "This
couple had no children" ARE separate on the Marriage screen - it is 2
distinct check mark boxes (at least in version 7.5 - not sure about
older versions). Once a child is entered for the couple, the "This
couple had no children" is no longer available, but it is 2 distinct and
independent check boxes. So I'm not sure what they are really asking for.

As far as the poster below that says:

Therefore it would be incorrect to say "this person never married" if there was
a child because a relationship has to be established in Legacy to create that
child

I disagree. It IS correct to say "this person never married", even if they had
a child. It is NOT correct to say "this person never had a relationship" if
there is a child, but that is not what the check box is saying.

Remember also that in some items Legacy is "strapped" to certain wording simply
because of how GEDCOMs categorize the information when transferring data from
one program to the other. Yes, in the program itself Legacy can use different
terms, but if they are not careful their use of different terms/wording could
cause someone to enter info in such a way that the resulting GEDCOM would
contain bad data.
