This isn't a Legacy "big" and there is nothing that Legacy can do to fix it.

By my understanding, the "bug" is with the mailing list program which is a 
completely seperate program to Legacy.

Legacy support staff know how to get subscribers manually subscribed when they 
have issues with the automated process, but can't do anything more.

Let's not blame Legacy for this issue - that would be like blaming your mother 
for wet grass every time it rained.
