I use jpeg types for any photo, certificate, and etc. This way I can use them in any program that will accept a image. Most pdf type of files can not be inserted within another type of file. They also can be enhanced and cropped where pdf can not.
One may want to do a google to find out what a pdf really is. PDF short for Portable Document File. A file type that can be read using a PDF Reader on any OS. If the source is a real document, then a pdf would be usefull.
