So long as you are consistent, you can use the Description field however you like. The Event Sentence Definitions can be tweaked or completely re-written to suit your use of the field.
The sentences simply give a guide to one way of using them.
The Census sentences are set up for US censuses and I think you enter State or Federal or whatever type of census you're recording. I mostly have English census data and use the description field for head of household and relationship to head. I did most of my census entering before Legacy had shared events so if I was starting now I might do it differently.

The problem I had with the Description field is that it is not really clear
what it is for, and what one should put into it.

I put some things in the description field that came out really weirdly in
reports, like "He appeared in the farmer aged 43 census of ....."

So it looks as though the Description field is for the date and placed of the census, but there are already fields for the date and place of the census, so
why put them in twice?
