You can do this but I think most would fine the other more consistent. If the name is Sarah Rose McIntosh and she were called Rose then you have Sarah Rose "Rose". If she was using Sarah then you might be looking at Sarah "Sarah" Rose? Some instances could be a bit confusing at times and it does not flow as well as it should on reports, etc.....looks better to me when the quoted name follows all given names and in all cases. Legacy will pick up a quoted name regardless of where it is placed so that is not an issue.
