I understand that an independent city does not belong to a county. However, I prefer 
the
geographical aspects rather than political and as they are physically located within a
county I enter as any other city, i.e. Saint Louis, Saint Louis County, Missouri. I 
don't
think the fact that it is an independent city really has a lot to do with it as far as 
an
individual's record is concerned. One can always clarify in notes if this is perceived 
as
being a problem.

That's right, the city does not have a county. So actually A is correct and
B and C are incorrect and misleading. But to keep it obvious, I use "St.
Louis (Independent City), Missouri, USA" and I write in the Location Notes
that it is NOT part of St. Louis County, to remind me if I later wonder
about it.
