Kathie, Since it is picking up Canada as the city, you might have your location list reading the items right-to-left rather than left-to-right.
Go to the Master Location List and click on the "Sort..." button. You can change the direction of the sort there. I'm guessing that this will make it think that the city and country are at the opposite ends of the Location field than what they are interpreted as now.
