So I'm still a 'little' confused. What county is your "Richmond city" in?

The geo location database when searching City=Richmond and State=Virginia
does exhibit the same format I'm talking about:
Richmond, Richmond (city), Virginia, USA.

I still don't understand why this would happen just because there's a city
with the same name as a county and that city is not in that county (whew),
but maybe that's what it's really trying to say.
