I've been playing with this too. I don't use the Geo database
The first time I went in I wondered whether I could get through because of the screen re the Geo database. I simply closed it. It didn't return when closing and reopening Legacy but has returned with restarting the computer. Interesting that it can remember through a close and reopen of the program but not through a reboot. It would be great if it didn't keep asking.
You can still restrict the Regions it searches by setting the Search Options.

I should be able to search the IGI from within the program just as I can on the web, without all the Geobase stuff. Even granting that the geobase makes IGI searches better, I should still be able to do the searches without geobase. Strictly speaking I can, but I don't want to have to dismiss the humongous dialog box wanting to install geobase every time.
