Friends have a habit of becoming relations - I'd keep them in the same database. Unlinked individuals or groups aren't doing any harm.
If you mean living friends then you have more options in setting up mailing lists if you keep them in the same database and you include siblings and cousins amongst friends.
I'm sure others would start a separate database. Whenever I've done that I've ended up regretting it and ended up merging the databases.
