Even PAF will do that on an import if the two 'source' records look at all
different when you merge the two people. I wouldn't expect a computer
program to be smart enough (not sure I'd want it to be :) to merge two IGI
records with different comments or different copyright dates if they were at
all different in the records.  A merge of sources so you could pick and
choose would be nice.
