A MUCH simpler workaround is to use General Notes for your Biography and shift anything else in General Notes to Events called General Notes or whatever fits.

Then for the report you want, just choose to print Legacy General Notes (and change the heading wording) and choose not to print Events unless you want more detail.

That sounds like a *very* cumbersome workaround - first to find all the
people who will be on a 130 page Descendant Narrative Report, and then go
through each one marking all the events as private.

So it remains an item for the wish list -- something I would like to see in
future versions of Legacy. The workarounds are just too much work.
