I use the form cemetery, town, county, state, country.  I find if I
set the Location list to sort from position 5 to 1 then everything for
a particular town is grouped together to make research a little
easier.  I can also highlight all place names for a town and see a
Show List of all people who have an event there.

Then I add the address for the local site with the local site in
double brackets so it doesn't print.  I normally do not print the
addresses in reports but when I do a report for a fellow researcher,
the addresses are printed without repeating the local site name. 
Gedcoms are tricky in that some other programs can import the
addresses and others can't - but this way all other programs do get
the local site included in the place name.
