Kirsten,

Assuming that you're talking about the Geo Location Database window (which comes up from "Tools->Geo Location Database..."), it depends! If you enter the Whatevershire into the "State" box, you'll find that you get a heap of answers that have no "County", but have "England" as the country. If you enter Whatevershire into the "County" box, you get a heap of answers that have "England" as the state and "United Kingdom" as the country. This seems to tally with the other answer you had about "State" being the "next tier of government", but the multiple possibilities mean that you can mostly take your pick. I guess that historically the United Kingdom appeared relatively recently (so the England version may be technically more accurate) - but I'm afraid that my knowledge of UK history isn't good enough to know when that was (despite being from the UK!) and I tend to use UK regardless.

In the Geo Location list, why do English counties show in the state position
rather than in the county position? Can anyone explain?

And if the only location I have for an individual is "Whatevershire," does
that go in the city, state, or county position?
