It's up to you and your preference.

I enter it in both - but only in the event notes for the head of household. I put who the head of household is in the Census Description field. The information is available at a click or two, whether as the source for a birthplace or in the Event itself.

Mostly I'm preparing reports for people who aren't much interested in sources, so I've stopped including the source detail text in reports - but it's there at a click or two when I want to check.

Whether or not I include the Census events in reports depends on the reason for the report. You just need to change whether the Census event is private or not. A matter of seconds to get into the Event Definition and change private checkbox.

The census information can be amongst the most interesting you have for some individuals - who people are living with and what they are doing.

Another option to have the transcription available to you easily within the program but not included in the reports is to use the privacy brackets [[ ]]

level of detail belong in the narrative or the notes?

I think that, whenever I decide, I will do the same
with SSDI, vital records, cemetery transcriptions,
etc.
