I don't know what happens to information in privacy brackets [[ ]] on transfer *if you've chosen to include private information in the transfer* I suspect the privacy is lost. However, you have to *choose* to export private individuals, events, information in privacy brackets.

Different genealogy programs use different codes for private details and
excess repeats. Just asked someone who "lost" notes in a direct transfer to
a second genealogy program if the ~ code used by his old genealogy program
was a factor.

He entered hundreds of new names in the new program before discovering the
loss of important details and then merged a GEDCOM copy of the original file
creating some duplicate individuals.
