First setting to "Initial Caps" fixed the entries. Then, when I added a new individual, the surname (which was already in the database) did NOT come in all caps. Whew. I was then able to go back to "don't change what I enter".
However, I would say that the mess I was in seems like a bug, since I had told it to not change what I enter, but it still insisted on giving me all caps. Hooray! This was the answer I needed.
