We are both correct.  It is the employer that writes the check and fills out
the report and prints the W2 and sends the W3 to the SS Admin.  I was just
trying to simplify things for a person not from the USA.  I work for a CPA
so I understand who pays what and how much, but thanks for the
clarification.

The person pays Social Security Tax of 6.2% and Medicare Tax of 1.45%. The 
person's employer pays the same percentage, hence the employer is paying as 
much out of his pocket as the employee does.
