I have found what appears to be a bug in the web  page creation for the 
surname index that is generated. (v 6.0.0.83, 26 Feb.  2006)

When I tried to create the web page, I found the following.   Surnames 
beginning with the Norwegian letter "Ø" (alt+216) are being  intermingled with 
surnames beginning with the English letter "O."  This is  incorrect.  If you 
look 
at a Norwegian dictionary, all words beginning with  "Ø" are in their own 
section just as words beginning with "A" or "B."

The  Norwegian alphabet has the following extra letters (in order of 
appearance in a  dictionary after all traditional letters):  Æ (alt+0198), Ø 
(alt+216) 
and Å  (alt+0197).  Norwegian surnames beginning with any of these three 
letters  should sort into their own sections.

This problem might also exist for  other languages that have unique letters.  
I've reported this issue on the  Legacy web site.
