Actually "aa" and "å" are considered to be the same thing in Norwegian,
and I believe that "å" appears near the end of Norwegian dictionaries,
so it's entirely correct that "aa" sorts there too.
Concerning your comments about sorting names from *different* languages
(and differing alphabets): Yes, this is a major problem. Especially
when the same name may be spelled somewhat differently depending on
which nationality is writing it. I have some ancestors back far enough
in Scandinavia that Norway, Sweden, and Iceland all run together. If I
go by first names I have things like Håkon = Haakon = Hákon. My
preference is that they all sort together, so I can tell if I have
someone entered multiple times. For patronymics, I get endings "-sson"
or "-ason" or "-uson" in Icelandic, "-son" or "-sen" in Norwegian,
"-sson" in Swedish, "-sen" or "-søn" in Danish, all possible for the
same name and the same person, depending on which source I'm going by.
Same problem for "-dóttir", -"datter", "-dotter".
