Could someone tell me if Access is on most PC's, I have Windows XP, or if I have to buy the software?

Probably not on most. It is part of the Microsoft Office suite (Word, Excel, Access, also PowerPoint and Publisher) which may be bundled with some new machines, but you usually need to purchase it. You can buy it as a stand-alone program or with other elements of the suite.

Is it really helpful with Legacy?

Can't answer that, I'm afraid.
