Steve,

OpenOffice open Legacy databases pretty much like Access does.  I
haven't done much more that create queries and a few forms but it
works successfully.  Docs for OO are on-line and are plentiful.

A cheap alternative would be OpenOffice, though I don't know how easy it
wopuld be to user it for looking at Legacy tables, and the documentation is
probably even harder to come by.
