I am surprised to see Tony getting startled at something that he would be quite
aware of, given his personal involvement in things Mexican and his generally
well thought out ideas on Latin American issues.

Movements such as Peronism or Varguism, ages such as those of Cárdenas in
México or Allende in Chile, military-political national-popular regimes such as
those of Torres in Bolivia or Velazco Alvarado in Perú, even the first
movements by the Cuban revolutionaries once in power, all of them were aiming
at social democratic goals such as depicted by Macdonald for Austria today. All
of them were threatened first, attacked or infiltrated later, by imperialism.
Only the Cubans have survived, through radicalization and passage to socialism.

Social democracy cannot take root in the Third World unless under extremely
favourable conditions (such as those prevailing in Uruguay during the first
half of the 20th. Century). The periphery is a source of extraordinary surplus
value, thus it lacks the basic fuel required by a social democratic formation
(understood as a formation where the working class is benefitted -and even, as
in Sweden, may rule- while the bourgeoisie thrives): a net inflow of surplus
value from international trade, and a correct relationship between Sections 1
and 2 of the economic structure.

By the way, it is noteworthy that at least in Argentina, the local version of
Social Democracy (that is, Peronism) has always insisted in that they were not
a Party, they were a Movement...

Maybe a Movement leading, in the end, to nowhere.
