Of course the Start button should be IN the 'Find' tab, to start the search after you've entered your options. In the minibuffer, the search is started by pressing Return. In the 'Find' tab there is no equivalent to Return.
BTW1: 'Find/Change Settings...' at the top of the 'Find' tab is redundant. What else should be there.
