Alas not. expand_css_constants is needed to handle legacy style sheets. That's too bad, because it's way too easy to corrupt a style sheet by inadvertently (and indirectly) nesting comments. Happily, expand_css_constants will do nothing for style sheets created by @button make-style-sheet.
