Oh. In LFS-dev, we're using headers_install (I don't believe there was anything like this back in the day) since the kernel actually has the ability to export the kernel headers now. Linux-libc-headers was a project to fill that void before this was possible, but it's dead now and unneeded. CLFS spins their own headers using a similar process to headers_install. The main reason, I believe, being that they want to support more architectures and headers_install had been buggy for some architectures.
