Well, the problem was solved by removing the CODEC_FLAG_GLOBAL_HEADER
flag completely. Now the H.264 video stream works correctly in
VideoLan.

The new problem now that H.264 video stream does not work in QuickTime
at all (only in VideoLan), while the MPEG4 (H.263?) works well.
QuickTime player simply trying to connect to the stream, without any
success.

Is the FFMPEG RTP compatible with QuickTime?
