It's hard for me to say something about AC-3 and MPEG4 as i didn't quiet understand what did you do. If I get it right than you configured ffmpeg and than you enabled encoders/decoders that should be build only with --enable-nonfree. If that is what you did, than it hes no point. This configuration key is only to make it easier to you to build library with desired licence. If you build any component that is marked as "non free" than likely you'll get library with not redistributable license no matter how it was compiled as some components of this library will you code that is covered by some proprietary license. I'm not an expert and this is my opinion only. P.S.
