Catherine, "shut out" is an active verb indicating intention, which is very different from "not available for" which implies the potential to become available, unlike "shut out" which ones a decision to not provide support.
That said Nadim, I do find increasing use of opera in areas of low bandwidth such as Zimbabwe and Libya. It may only be 1% of total users but might be a far larger percent of likely users or users you intend to reach. That said I know nothing about the technical issues and assume u have investigated them.
