Is it really that hard? 2-step process below.

1) Setup VPN

Also, Facetime does work, so that is the most likely brain-dead
Skype-replacement option, though Apple may be silently dropping the
encryption without any indicator to comply with local law. (This is what
Line does for instance in Thailand).
