The next thing you know, FEMA will dictate it is illegal to render
assistance to flood victims. <muttering thickly> <brightening> Okay, how
about we locate and send all the stray dogs and cats that have been made
homeless by the flood waters and send them directly to FEMA, as FEMA is
going to the dogs already?
