Actually, it is germane. As a question of available fonts to support a
substantial change like this. The Noto fonts (both styles) are intentionally
pan-Unicode and highly localized and released under SIL Open font license.

Liberation Sans or Serif (Liberation v.2) remains rather limited in coverage
(Latin, Cyrilic & Greek glyphs), with no active designer effort. 

While the current MS offerings in Aptos even more limited in coverage, and so
MS distributes regional fonts to supplement and instruments Office to use them,
all under proprietary license.

An emphasis placing Noto (and possibly Adobe's Source offerings) as default
fonts on the VCL.xcu font lists, either Sans or Serif as appropriate by locale,
could improve interoperability cross platform. And cleaning up the legacy mess
in VCL.xcu seems advisable while we're at it.

Such change/rework of the VCL.xcu default font sequences probably would require
a better way to ensure required font is available per locale. And although we
already package the Noto Sans & Noto Serif for numerous scripts--they might
benefit by move into language packs/extensions.
