As can be seen in the previous attachment, LO in fact does not add a bookmark
when creating a numbered entry which is exactly what MSWord does.
Then when cross referencing MSWord refers to that bookmark. (LO does not as
there is no bookmark to refer to)

Using the information I gathered, I propose the following workaround (a hack)
which appears to work.

- Insert any numbered item as normal. (example:  Figure 1:...)
- Select the Text including the auto-numbering and insert a bookmark. Do not
use any spaces or non text characters in the bookmark name.(Naming example
'Fig1' not 'Fig 1')
- When you need to cross-reference this go to Insert cross-reference select
bookmarks and select the newly created bookmark.

This will create a structure in the docx file similar to what MSWord would do
for a cross-reference.
Saving as doc or docx from LO 5.3 now preserves the cross-referencing without
issues.
This method is by now means a solution as it is cumbersome and non automatic
but it at least provides a working document with Cross references working as
expected.
