--- Comment #8 from Justin L <jl...@mail.com> --- I don't think this is a bug. The document's settings.xml has ApplyParagraphMarkFormatToNumbering set to true. It is normally false for ODT files, so this file likely has spent part of its life as a DOC/DOCX file.
