I found that if you get a blob of solder that's more than a second or so old and just dunk the wires in, nothing happens ... I've needed to have the blob 'smoking' as the flux vaporizes (or you need to apply the solder once the wire is in contact with the iron) before I've been able to 'burn' the enamel off ...


Of course, with a 30W iron I'm guessing it's just a matter of brute force (or heat!).
