I've had experience with two USB cards. The Siig card absolutely requires the external adapter to work at all on USB. The Adaptec card will accomodate low-powered devices, but has an input for an external supply.
Since then, I've moved on to a Fujitsu Lifebook with built-in USB, but I surely miss the light weight and compactness of the Libby.

Okay... that jibes with what I've been hearing. I guess most all USB 2 PC Cards have that external power plug since, as you say, it just can't get enough power for some external devices from the PCMCIA interface.

Is that only used if your USB 2 PC card doesn't have that external power option? No reason for both PC card and the HDD case to be powered I'd guess.
