Frankly, I'd replace those Makefiles in favour of a simple sh bootstrap script, which of course should be removed before making distfile.
I can see no reason in using Makefiles in order to check for admin module presence and running make for a common Makefile from it.
Moreover, running ./build is just simpler than running make -f Makefile.cvs... ;-))
