Licq will automatically upload new users to the server.  However, in your case 
it won't do it unless the values in the configuration files are cleaned out.  
http://www.ca.licq.org/~jon/sidclean.sh will do the trick.  Just back up 
~/.licq first.

Default settings are fine.  Save the file and post it to the list.
