I think the concerns about spaced-out Kirchenpausen are unfounded.
Those engravers who give more space to longer multi-measure rests, also
space-out the longer-duration KirchenPausen, even if that makes the rest
symbols look lonely in the bar. Attached are B&H on SibeliusSym2 and
Bote&Bock on StrausOp53.
To get what Werner wants, we might add a parameter to adjust the
minimum-stencil-length of the rests printed as a thick bar, called
a 'big_rests' in the code, so that the minimum length is a bit longer than
the longest KirchenPausen in use. I am not sure we want to do that, given
how rests look in real scores.
I'm going to revert the error from the issue 3135 immediately, so the use
of 'padding' in addition to 'bound-padding' doesn't get into a release.
