Seems like "maqam" is Arabic and "makam" is Turkish.

Yes, they are different:maqam are the Arabic, see
http://www.maqamworld.com/
They largely use the Persian system of dividing interval into
microtonal one, but use notational symbols from E24 to notate them
(though not played in that tuning system).
Turkish makam use a different way of dividing intervals, and alos
different notation, see:

The notational system there is called Arel-Ezgi-Uzdilek (AEU); there
are some others.
So "maqam" and "makam" should be kept separate. Instead explain the
difference.
