For me, 'Needs::evidence' is very specific: if someone requests a typographic feature, we need to know whether there exist real-world scores (usually from well-known publishers) that actually use that feature. Issue #828 falls into this category. 'Need:info' would be much broader. If someone opens an issue in the tracker (not following our recommendation to write to bug-lilypond first) and doesn't give a recipe to reproduce the problem, I would set this tag so that we know that the MR is incomplete and probably needs a 'ping'.
