Policy Analyst and Resource Economist � CI-Indonesia Program
Conservation International�s Country Program in Indonesia is offering an exciting and
rewarding opening for 2 positions: policy analyst and Resource Economist. The position
involves carrying out high policy study of threats to and opportunities for
biodiversity conservation at both national and specific site levels. Typical
site-level analyses will include assessment of policy plan and implementation of
natural resources management strategies and stakeholder perspectives, cost-benefit
analyses of major infrastructure and extractive industry projects, social impact and
feasibility studies, and economic assessments of natural resource management
strategies and stakeholder incentives. National level issues include economic
assessments of forestry policy, approaches for strengthening protected area
management, and the design of innovative conservation and financing mechanisms.
The economist will be working in multi-disciplinary teams and � at the site level
particularly � will be carrying out analyses in close collaboration with local
communities, private sector entities and government units. A critical role is to
develop persuasive economic arguments demonstrating the benefits of conservation to
key decision-makers and stakeholders. The position is based in Jakarta but involves
extensive travel and time in the field.
The policy analyst and Resource Economist will initially work for 3-6 months on
CI-Indonesia�s projects in Papua (Irian Jaya). The fulltime position will be offered
upon successful completion and satisfactory performance of this work.
Both positions will be under the direction of the CI-Indonesia Director and work
closely with Papua Program Managers and other staff to utilize economic information to
better understand the laws and regulations and incorporating it into strategic project
design and implementation.
Qualifications
Masters and a minimum of 3 years relevant experience.
Required Relevant Skills and Experience
Excellent policy analysis and reporting skills and a good working knowledge of natural
resources management policy in Indonesia especially in the era of decentralization.
A publications record and excellent writing and communication skills.
Proven record of success as part of interdisciplinary research / project teams.
English and Bahasa Indonesia fluency (speaking, reading and writing).
Excellent quantitative modeling skills and a good working knowledge of cost-benefit
analysis for Resource Economist.
Desired Skills and Experience
Management experience, particularly of research and/or development projects in the
field.
Experience in developing program support from international and national donor
agencies, foundations and private sources.
Policy Analyst : specialist in the area of natural resources management.
Resource Economist: specialist economic techniques: major infrastructure assessments;
agricultural economics; bio-economics and fisheries economics; socioeconomic survey
and analysis.
