You almost answer your own question: by far the easiest way to connect to a local mySql database would be to set up a local http server that supports mySql. I would recommend to use apache since it is free, works like a charm, supports/is supported by perl, php, mySql, python etc. pp. and is very much cross plattform (*nix, win, macosX)
