what version of director are you using?
if you're in 8, you do not need to puppet the channel. just set the
member. worked fine here.

if you're in an older version, you may need to puppet (pre 7, i think),
but in those versions, you may not be able to populate an uninhabited channel.

can you put dummy members in the channels you'll need, and then change
the member when you need to? that's easier, if it will work.
